The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed purchase order using simplified acquisition procedures to Taylor Devices, Inc. of 90 Taylor Dr., Tonawanda, NY 14120 purchase of eight (8) each Taylor Suspension systems P/N 67DP-17371-01C. This purchase is unsuitable for full and open competition for the following reasons. Taylor Devices Inc is the designer and original equipment manufacturer (OEM) of these suspension systems. The Government does not own the technical data packages or specifications to compete these procurements. This system have been tested, certified and approve for Navy Use by NAVSEA and SPECWARCOM for use on the MK-V Special Operations Craft (SOC) and is the only known suspension system to fit the existing structures. Therefore, to ensure operational capability and compatibility with other MK-V SOC components, purchase action must be limited to this manufacturer.
