The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source purchase order to Taylor Devices Incorporated, 90 Taylor Drive, North Tonawanda, NY 14120 for the acquisition of twenty-six (26) Taylor suspension systems (p/n 67DP-17371-01C) for operation on the Mark V Special Operations Craft (SOC). These acquisitions are unsuitable for full and open competition for the following reasons. The purpose of this acquisition is to procure parts and supplies which, to ensure operational integrity, must be the same as or compatible with parts and equipment originally manufactured for or specifically incorporated into the MARK V. The Government does not own the technical data packages or specifications to compete these procurements. This suspension system is manufactured exclusively by Taylor Devices, and inherent to the existing system aboard the MKV Boat. This system have been tested, certified and approve for "Navy Use" by NAVSEA and SPEC! WARCOM to meet the needs of the Fleet and is the only known suspension system to fit the existing structures.
