The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to award a sole-source purchase order using simplified acquisition procedures to Global Seating Systems LLC, 150 Gordon Drive, Exton, PA 19341 for Mine Resistant Ambush Protected (MRAP) vehicle seats. The items being purchased are: four (4) each Cobra 16 Buffalo Driver/Co-Driver Seats Part Number 3N5M-555N301-1C and eight (8) each Cobra 18 Buffalo Crew Seats Part Number 35N2-555NN03-1C. This includes all hardware required to install the seats and 2-day onsite support during installation. This purchase is not suitable for full and open competition for the following reason: The government does not own the data rights for the Buffalo MRAP seats. Global Seating Systems (GSS) is the Original Equipment Manufacturer (OEM) and owner of the proprietary data. For this reason, GSS is the only known vendor able to meet this requirement. A firm-fixed-price purchase order is anticipated. Award will be based on a responsive proposal at a fair and reasonable price.
