AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W9124N-13-T-0008 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-65. The associated North American Industrial Classification System (NAICS) code for this procurement is 336111 with a small business size standard of 1,000.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-02-08 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Fort Hunter Liggett, CA 93928

The MICC Fort Hunter Liggett requires the following items, Purchase Description Determined by Line Item, to the following:
LI 001, Bus Rentals-Warrior 91 13-01 FFP 1) Contractor will provide 10 Each 44+-passenger buses to be delivered to: 228 Infantry Road, Fort Hunter Liggett, CA. Delivery completion of all 10 Buses shall be made No Later Than (NLT) 5PM PST, 6 March 2013. 2) Contractor has the responsibility to pickup all 10 Buses at 228 Infantry Road, Fort Hunter Liggett, CA, on the last day of the POP as specified in the contract. Government is not responsible for any damages to these buses while they are being parked or left unattended on government property after the contract expiration date as specified on the contract. 3) NLT 24 hours prior to the delivery of these buses, Contractor shall submit in writing to the Contracting Office a statement which specifying in detail what is the fair wear and tear on these buses that is covered by the Contractor and what constitutes the damages and wear that the government may have to pay at the end of the contract. Buses will be used to transport soldiers with their load-bearing equipment over improved and unimproved roads. Contract will include fuel tank top-off at delivery, all maintenance, towing service and required insurances, as well as all delivery and pickup charges. All vehicles will be authorized unlimited mileage. The government will provide drivers and be responsible for all refueling requirements. Period of Performance (POP): 6 March 2013 - 31 March 2013., 10, EA;

For this solicitation, MICC Fort Hunter Liggett intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Hunter Liggett is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
