CITY OF ST. HELENS 23-ACRE DEVELOPMENT OPPORTUNITY IN ST. HELENS ON MILLARD ROAD Proposals due 3:00 pm, June 11, 2021 REQUEST FOR PROPOSALS The City of St. Helens is seeking proposals from private developers to construct market-driven housing or other mixed-use development on a 23-acre City-owned property on Millard Road near U.S. Highway 30. Through develop ment and sale of the site, the City seeks to (1) increase the City's housing inventory and (2) achieve public benefit, like maintaining pedestrian connectivity through the site and offering small open space amenities. The City is interested in soliciting proposals which include housing types that meet current market demand.
