The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under authority for FAR 13 – Simplified Acquisition Procedures. The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to procure supplies for Naval Facilities Mid-Atlantic, Public Works Department. The requirement calls for fifty (50) Custom Boxcar Wheel Axels and Roller Bearings to be used on 1955 Boxcars. This procurement is being processed through other than full and open competition as authorized under FAR 6.302-1. The Government intends to solicit and negotiate with Greenbrier Rail Services on a sole source basis. Thorough market research, conducted by Naval Facilities Mid-Atlantic, determined Greenbrier Rail Services to be the only company able to meet this requirement. Interested parties may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL/QUOTES. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
