This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number assigned to this action is W912QG-19-R-0024. This acquisition is utilizing procedures in FAR Subpart 13, Simplified Procedures, and is issued as a Request for Quote (RFQ) from the USPFO for SC, 9 National Guard Road, Columbia, SC 29201. This acquisition is being set-aside exclusively for Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 332439, with a size standard of 500 Employees. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2019-02 dated 6 May 2019 and the Defense Acquisition Regulation (DFARS) Publication Notice 20190401.

The USPFO for SC intends to issue a firm-fixed priced purchase order for 24 (twenty-four) each 20ft One Way Cargo Containers, new or remanufacture as defined in FAR Clause 52.211-5. All items will be delivered within 10 days after date of contract. Certificates of Sea-Worthiness must accompany the containers when delivered or containers will be rejected. The contractor shall provide all labor, tools, materials, equipment, supervision, transportation, and supplies required to deliver this product. The Government will provided the means to unload the trailers. Freight should be included in the quotation and priced as FOB Destination. The Government will not be responsible for the product until it arrives at the specified delivery address and has been inspected to ensure it conforms to the terms and specifications of the contract.

The Government intends to place a Single, Firm-Fixed Price contract without discussions. Therefore, offerors should submit their best offer up front. Do not assume you will be able to revise your offer.

Evaluations will be conducted in accordance with FAR 13.106-2(a)(2). Evaluation criteria is listed in FAR Clause 52.212-2 -- Evaluation -- Commercial Items, refer to attached provisions and clauses.

SUBMISSION GUIDELINES:
Submitted quotes must include the following: (1) the solicitation number; (2) the name, address and telephone number of the offeror; (3) the price and discount terms (quote FOB Destination); (4) completion of the provisions 52.212-3 and 252.213-7000; (5) details of product to be provided for each requirement identified with pricing. (6) proposal should be submitted under company letterhead, with DUNS number, FTID, company Name, Address and POC included.

The solicitation closing date is 23 May 2019, 4:00pm (1600) (EST). Submit all offers in response to this synopsis/solicitation electronically to the Point of Contact Blake S. Cromer at [email protected].

Request for additional information must be submitted via email by 22 May 2019, 10:00am (1000) (EST). All questions will be consolidated and reposted to FBO for all to view.

(3) There is no additional requirement to submit a history of past performance on similar projects. Past Performance will be evaluated utilizing a combination of information obtained from the Past Performance Information Retrieval System (PPIRS), and the Federal Awardee Performance and Integrity Information System (FAPIIS).
(4) Prior to award, the vendor must be registered and have completed online representations and certifications in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.
