The Centers for Disease Control and Prevention (CDC) 1600 Clifton Road NE, Atlanta Georiga, intends to award a sole source, firm fixed price contract to IQVIA Government Solutions Inc. for obtaining weekly data on prescription drug use which will be used to monitor increases in use of medications of interest as well as to help anticipate which drugs may be used off-label for COVID-19 and if there is a need for public health action or additional research.  Due to the nature of work CDC believes IQVIA is the only vendor capable of meeting this requirement with no other vendors are able to provide all of the required data in the urgent time-frame needed to respond to the COVID-19 pandemic. Data purchased last year will compared to data this year, direct comparison could not occur if a different vendor was used and no single vendor could supply what was needed. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). The North American Industry Classification System code for this procurement is 541990 –“All other Professional Scientific Services.” Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive proposals; however, all responses received within ten (10) days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any quotation/response should be emailed to contract specialist Dione Shelton at [email protected] by 5:00PM, May 28, 2021.
