The Washington Metropolitan Area Transit Authority (WMATA or Authority) receives an annual Metrorail operating subsidy payment from each of the nine political jurisdictions comprising the WMATA Compact area. The subsidy amount that each jurisdiction is required to contribute in support of Metrorail operations is calculated by a formula, one element of which is the proportion of the total ridership residing in each jurisdiction. To determine these proportions, WMATA conducts periodic surveys of Metrorail passengers. The last survey was conducted in 2016. This scope of work is to retain the services of a contractor to conduct the 2021 Metrorail Passenger Survey. The purpose of the 2021 Metrorail Passenger Survey is three-fold: 1. Determine Metrorail ridership by jurisdiction of residence. 2. Collect information on the demographic characteristics and travel patterns of Metrorail riders -- to comply with the Federal Transit Administration (FTA) Title VI reporting requirements and guidelines; and 3. Obtain information on Metrobus passenger behavioral tendencies and preferences (e.g., fare payment methods, information sources used for travel decisions, etc.) to inform WMATA¿s efforts to increase ridership and improve the customer experience. This Metrorail survey will also be used as the After Study required by FTA for the Dulles Corridor Metrorail Project (or Silver Line). Ideally, this survey should cover not just the 118 station mezzanines at the 91 stations currently in operation but also the mezzanines at the 6 new stations on the Silver Line scheduled to open in 2021. However, since it is not certain when the new stations will open, this scope of work specifies two separate projects: Project A is the core task of surveying the current 91 stations in 2021. Project B is the optional task of surveying the 6 new stations either in 2021 or at a later time. Offerors shall submit a separate cost proposal for each of the two projects
