The City of Safford (Owner) is requesting Bids for the construction of the following Project: 2020 WASTEWATER TREATMENT PLANT SCADA IMPROVEMENTS COS PROJECT NO. 67-738 Bids for the construction of the Project will be received by the City Clerk at City Hall located at 717 West Main Street, Safford, Arizona 85546, until Wednesday, June 24, 2020 at 2:00 p.m. local time. At thattime the Bids received will be publicly opened and read. The Project includes the following Work: The existing SCADA system at the Safford, AZ wastewater treatment plant consists of three remote telemetry units (RTU) connected via Ethernet to a Proficy iFix HMI (human machine interface). The three RTUs are: Kruger Control Panel – OEM from Kruger with Quantum PLC that has the inputs and outputs (I/O) to control the operation of the oxidation ditches. The current HMI does not have access to all of the functionality of this programming. Main Plant RTU – Original equipment to the plant, Quantum PLC with remote I/O, has inputs and outputs to control most of the rest of the plant. There is a substantial number of I/O that are no longer in service. Belt Filter Press RTU – This was installed when the gravity belt thickener was replaced with a belt filter press. There are many unused wires in this RTU and the complete functionality of this RTU is unknown at this time. The proposed scope of work is to replace the existing Quantum PLCs with a single Schneider M580 system complete with a primary controller and a hot standby M580 PLC, in a new painted steel cabinet, so there is immediate failover and no loss of control functionality. All three process control PLC programs will be combined into this single redundant PLC system. The System Integrator will install a licensed copy of the latest PLC programming software on the primary server for remote access and programming. The software license will be transferred to the Town after the project has been completed and accepted by the Town. A pre-bid conference and site inspection for the Project will be held on Wednesday, June 3, 2020 at 10:00 a.m. at the Safford Wastewater Treatment Plant, 1395 W Reclamation Way, Safford, AZ. Attendance at the pre-bid conference is encouraged but not required.
