The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to award a single source purchase order to Instrumental Software Technologies Inc.
DESCRIPTION/BACKGROUND
Reclamation Seismology, Geomorphology, & Geophysics (SGG) Group has a requirement for real-time monitoring and maintenance of its own seismic instruments network at the Denver Federal Center to include, but not limited to the following:
1.) gmewhtmlemail's web server- to produce more stable waveform images via a private web service to support that PNG file generation with more local customization.
2.) gmew and gmewhtmlemail's arias intensity- to add arias intensity value on the existing table for all instrumented (Reclamation and virtual stations) and plot isoseismals if enough stations are available.
3.) gmewhtmlemail's settings modification- Subject line- modify into "BOR ENS: YYYY.MM.DD HH:MM:SS LocalTime NEIC ID (BOR Region Code)"; Second table (list of facilities) on the notification email with rows of instrumented facility be switched to table 1; Table of facility list- assign station code to a Reclamation facility (facilities) with seismic instruments installed that can be turned on when installed (regular font) and off when not installed or under repair (smaller italic font); PGA column- different color for different values (e.g. no color <5%g, orange 5-9%g, red 10-20%; and brown >20%); clearer balloon description on map legend for Reclamation/non-Reclamation station; turn-off graph when no instrumented facility or virtual stations is on the list/value is negligible.
4.) gmewhtmlemail's waveform plot modification - add arrow and value indicating maximum acceleration in the waveform display instead of shaded background.
5.) pdl2ew-gmewhtmlemail/ark2arc filter- send a notification when an event has an upgraded or downgraded magnitude value based on pdl messages with the corresponding upgraded/downgraded value on PGA, PGV etc; indicate on subject line "UPGRADED/DOWNGRADED", values and thresholds will be defined on initial meeting after award; add another filter message for the same earthquake from a local network (SC, BK, UT) versus USGS's to avoid duplication and multiple notifications for the same event.
6.) ewthresh filter to gmewhtmlemail2 - send Strong Motion Alert (SMA) when strong ground acceleration is recorded at 5%g from a Reclamation station.
7.) trig2disk for COSMOS data format- new module to produce PRISM data output with corresponding webpage for the earthquake event, raw data, COSMOS/PRISM-compatible data, SMA triggers.
8.) Subscription interface - updates and modifications on the existing subscription interface. Change weblink to non-IP:port link; allow selection on magnitude value, PGA, PGV, individual facilities; Add "Unsubscribe" button; interface be functional on different browser (IE, MS Edge, Firefox, and Google); Database management update and functionality- web manager login and web-capable review, edit, and management.
9.) Subscription interface - add new choice for SMA notification (triggered versus ENS) for clients on instrumented facilities. Values and thresholds will be defined during the initial meeting after award.
10.) gmew for linear and other Reclamation facilities- create or add database for other Reclamation facilities for PGA prediction using java codes (water carriage systems, power plants, bridges, Reclamation buildings and its associated structures). Details and specific parts or points along/on these facilities will be further defined during the initial meeting after award.
11.) Project management (80) hours- access to Reclamation systems, GFE logins, credentialing, Reclamation equipment testing, and
12.) Earthworm 120 technical support hours- technical support hours for the duration of the contract.

This notice is not a Request for Proposals or a Solicitation, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government. The Government will not reimburse any bid or proposal costs as a result of this notice.
No solicitation exists and requests for a copy of the solicitation will be disregarded. However, any future solicitation that will be open to competition will be subsequently issued on FedBizOpps in order to permit firms to respond.
The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
