The associated North American Industry Classification System (NAICS) code is 336111 - Automobile Manufacturing, which has a size standard of 1,500 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement to procure one (1) Jeep vehicle. The Jeep is vital for ongoing mobility testing research activities. The vehicle shall be brand name to the 2018 Jeep Wrangler Unlimited JK Rubicon model. The required features are as follows:
1) Manual Locking Differential;
2) Four (4) Door Sedan;
3) Automatic Transmission;
4) Hard Top;
5) 4-Wheel Drive;
6) Navigation System;
7) Cold-Weather Package; and
8) Engine Block Heater
The 2018 Jeep Wrangler Unlimited JK Rubicon is the only existing model that offers the features and configuration necessary to meet all of the factors relevant to CRREL's requirements. Relevant factors including the need to be interoperable with existing CRREL equipment. Such as wheel loads and fully floating hubs, which are only available to fit the Jeep Rubicon model. The vehicle needed will not be used as a GSA fleet vehicle, but instead will have an equipment number plate as it will be registered as test equipment. This new Jeep Wrangler will replace a forty-two (42) year old, instrumented, test Jeep and will be strictly used for the sole purpose of mobility testing.
Other vehicles identified by market research are unsuitable in one or more aspects, such as not being able to fit the load cells which could cost up to $500,000 to refit to any other vehicle besides the Jeep Wrangler Unlimited JK Rubicon.
