B. Event Specific Information: The 2014 USSOCOM TALOS Rapid Prototyping Session is a forum for Government, Industry, and Academia to collaborate on TALOS prototype design concepts to meet the technology objectives. The goal of the event is to develop a full TALOS design including a Level 3 drawing package. The design will be substantiated by supporting engineering analysis to validate the concepts developed during the event. The (60) sixty-day event will occur in the Tampa Bay area and focus on the following areas at a minimum:
1. Advanced Armor: Materials to support next generation full-body ballistic protection
2. Mobility/Agility: Enhancement platforms such as powered exoskeletons
3. Situational Awareness (SA)
4. Light/noise discipline
5. Command, Control, Communications & Computers (e.g., conformable and wearable antennae and wearable computers)
6. Individual soldier combat ready displays including non-visual means of information display
7. Power generation and management
8. Thermal management of suit occupant
9. Medical: Embedded monitoring and biomechanical modeling
Dates: 14 April - 13 June 2014
C. Attendees: Desired attendees are creative engineers, scientists, designers, and technicians. Highly qualified candidates should register early as space is limited. The 2014 USSOCOM Rapid Prototyping Session registration site will become available by 31 March at the following website: http://www.socom.mil/sordac/Pages/RPTALOSreg.aspx . Registration will officially close at 1630 Tampa Time on 4 April 2014. All attendees must attend the introductory session at the Davis Conference Center, MacDill Air Force Base FL 33621 from 14-17 April. Attendees are also required to commit to an additional (10) ten business days on site at a time of their choosing during the (60) sixty day period. Attendees are responsible to coordinate their lodging and transportation requirements. Attendees will receive additional administrative requirements for attendance and other event details via e-mail no later than 11 Apr 2014. USSOCOM shall provide venues, supporting infrastructure at no cost to attendees. The venue will only provide basic access to facilities and infrastructure.
D. The Government will make all efforts to ensure Government personnel do not misuse IP that is clearly and appropriately marked in writing. Attendees shall execute a CRADA with the Government (including a non-disclosure agreement) (example attached), and contractor-to-contractor agreement(s) to protect IP discussed with other non-US Government attendees and/or assume that IP release is in the "public domain". USSOCOM CRADAs with Foreign Owned or Controlled Interests (FOCI) are prohibited. Lessons learned by USSOCOM from these events may be broadly disseminated but only within the Government. Attendees may be required to sign IP releases (as the Government so chooses) for IP generated at the session.
E. Per Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997):
The Government does not intend to award a contract on the basis of this notice the Rapid Prototyping Session or to otherwise pay for the information provided at this event. All participation and responses associated with this collaboration session will be treated as information only. It shall not be used as a proposal from the participants, but may be provided as Government Furnished Information (GFI) in subsequent acquisition efforts. As such, participation in this event may subject participants to Organizational Conflicts of Interests (OCI) in future TALOS efforts. Participants should consider OCI mitigation plans for such future efforts pursuant to FAR subpart 9.5.
