Product must be delivered by November 21, 2008 Quotation Evaluation/Contract Award The Government intends to evaluate quotes based on technical merit, past performance, and price in descending order of importance. The Government reserves the right to award to a higher priced technically superior offer or if it determines that the superior technical quality of the selected quote outweighs the relative difference in price. Price will become a relatively more significant determining factor as the technical quality of competing quotes converges.
