Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This is a notice that the procurement is a total set-aside for Small Business. Only quotes submitted by Small Business will be accepted by the government.  Any quote that is submitted by a contractor that is not Small Business will not be considered for award.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-06 effective 7/12/21. The U.S. Department of Transportation (USDOT), Maritime Administration (MARAD) is seeking to issue a firm fixed price contract for the purchase and delivery of 20,000 gallons of Red-Dye #2 Ultra Low Sulfur Diesel Fuel for the Barbara Lois at the Beaumont Reserve Fleet in accordance with the Statement of Work – Attachment 1, Solicitation and Contract Clauses, Invoicing Instructions – Attachment 2 and Price Sheet – Attachment-3. The cut-off date for questions in response to the solicitation 9 August 2021 at 10:00 am CST.  The solicitation closing date is 13 August 2021 at 10:00 am CST.

Basis For Award –   Award will be made to the responsible quoter on a lowest price, technically acceptable basis.  The Government intends to evaluate quotes and award a purchase order without discussions.  The Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
