WORK ITEM 1: PRESERVE FLIGHT DECK1. ABSTRACT: 1.1 This item describes the requirements for the Contractor to completely remove and renew the non-skid coating system on the flight deck. 2. REFERENCES/ENCLOSURES: 2.1 References: NAVSEA Drawing No. 801-6240664 Booklet of General Drawings Shipboard Aviation Facilities Resume, Rev AT 2.2 Enclosures: · MSC Form 10360/5 · MSC Form 10360/8 · MSC Form 10360/2 3. ITEM LOCATION: 3.1 Location: 01 Deck Level, Frame 110 to Stern, Port to Starboard Sides. 3.2 Quantities: · Helo Deck, 8,500 sq. ft. of surface area. 4. GOVERNMENT FURNISHED MATERIAL/SERVICES: 4.1 Government Furnished Material (GFM): · Amercoat 137 Dark Gray Primer 80 gal · Amercoat 137 Buff Primer 80 gal · Amercoat 138 HR Non-Skid 320 gal · Amercoat 929 White Color Topping 20 gal · Amercoat 385 Mid-Graphite (Dark) Gray 20 gal · Ameron #65 Thinner 30 gal NOTICE: Thinner is supplied for spray reduction only and not for equipment cleanup. Any additional paint or thinner required to finish this work item shall be furnished by the Contractor. 4.2 Government Furnished Services (GFS): 4.2.1 The Government will provide an MSC approved paint representative on-site to give technical assistance and provide advice to the MSC Port Engineer. 5. NOTES: None. 6. QUALITY ASSURANCE REQUIRED: None additional. 7. STATEMENT OF WORK REQUIRED: 7.1 General Requirements: 7.1.1 MSCPAC Form 10360/5 shall be used by shipyard / Contractor to accept GFM paint at beginning of work and to return unused to supplier at conclusion of work. 7.1.2 Record and submit MSCPAC Forms 10360/2 and 10360/8 daily for the following: a. Surface preparation. b. Weather ambient conditions prior to each paint application. c. Paint application. 7.1.3 Record and submit a sketch, depicting DFT readings taken for each coat at a rate of two per 100 square feet of painted surfaces. 7.1.4 Notify the Port Engineer and MSC Paint Representative of intent to apply paint 24 hours in advance. 7.1.5 Record and sketch original flight deck markings to facilitate repainting same upon completion of work item. 7.2 Arrangement and Outfitting: 7.2.1 Temporarily properly plug, seal, and cover all vents, pipes, ducts, and openings to ships interiors and systems to prevent contamination from entering while conducting blasting, cleaning, and coating operations. Upon completion of blasting and coating operations remove all temporary coverings. 7.2.2 Remove all light guards to facilitate paint preservation. Re-install light guards after preservation is complete and approved by MSCREP. 7.2.3 Ensure paint is stored and applied within manufacturer’s recommended temperature range. 7.2.4 Take and record air temperature, steel surface temperature, and dew point temperature immediately before applying any paint. Submit with information outlined in the Daily MSC Forms 10360/2 and 10360/8 mentioned above. 7.2.5 Air and metal surface temperatures shall register within the range for application published by the paint manufacturer. 7.2.6 Ensure ambient air and metal temperatures are at least 5 degrees above dew point temperature, and relative humidity is no greater than 85% during all coating application. 7.2.7 Ensure application, thinning, and re-coat times comply with manufacturers specifications and recommendations. 7.2.8 The Contractor shall provide, erect, maintain, and upon completion of work, remove adequate temporary overhead protection to protect all areas of the helo deck from adverse weather conditions. 7.3 Surface Preparation: 7.3.1 Vacuum blast all HELO Deck surfaces to be coated to ‘Near-white’ metal all surfaces as per SSPC-SP10 standard. Use only portable centrifugal blasting equipment and no open nozzles. Ensure blasted surface profile of 2 to 3 mils. 7.3.2 Power tool clean to SSPC-SP11 all flame spray (e.g. deck tie downs) areas and areas inaccessible to abrasive blasting. 7.4 Coating Application: 7.4.1 Ensure all surfaces to be painted are free of dust, oil, grease, salt deposits, moisture, rust bloom, and any other foreign materials. 7.4.2 Spray apply the following primer to all blasted and power tool cleaned surfaces: PRODUCT THICKNESS (DFT) One full coat Amercoat 137 Buff Primer 4-5 mils One full coat Amercoat 137 Dark Gray Primer 4-5 mils 7.4.3 After each full coat of primer, brush apply a stripe coat of Amercoat 137 Dark Gray to all weld seams. 7.4.4 Primed surfaces shall be cleaned with Ameron #65 thinner using clean, wet rags and blown dry and clean immediately prior to non-skid application. 7.4.5 Apply the following non-skid coating using roller application to all deck surfaces except as follows: NOTICE: Before the start of production application of any non-skid coating, a test patch will be applied. This test patch will be agreeable to the MSCREP and will stand as a "texture and profile" standard for the entire job. · A four inch strip adjacent to all bulkheads, gunwales, fishplates, curbs, ship's equipment, tie-downs, sprinklers, soft plate perimeters, and light guards. · One coat Amercoat 138HR Non-Skid (Roller), at 30 sq ft/gal. Area Volume Control Method shall be used to control application rate of the non-skid coating. Applicator will submit a daily report, which will include sketch of each area non-skid coated, dimensions of areas, square feet of surface in areas, and gallons of non-skid coating applied in each area. · Replace Helo Deck markings using References above. Apply markings utilizing two coats of Amercoat 929 White. Each coat shall be 3-4 mils DFT. · Apply one topcoat of Amercoat 385 Deck Gray to the 4 inch strip and all areas exempted from non-skid coating as indicated above. The topcoat shall be 5-6 mils DFT. 7.5 Preparation of Drawings/Documentation: 7.5.1 Submit an ‘As painted’ coating report to MSC Rep. within three days of completion. Report to include number of square feet blasted, cleaned, and primed; square feet non-skid coating; lineal feet color striping; and name, batch number, and number of gallons of each product applied.
