The Naval Surface Warfare Center, Panama City Division intends to solicit The Lee Company, 2 Pettipaug Road, Westbrook, CT 06498-1591 for the manufacture of four hundred and fifty (450) Relief Valve, .281� NACE Compliant PRI, P/N PRFA2815250D and four hundred and fifty (450) Orifice, 2.5mm, P/N RHGX0009740S. This purchase is not suitable for full and open competition for the following reasons. The materials form highly specialized life support systems under the NAVSEA Diving Certification Authority. Only those articles which have been successfully tested are qualified. No substitutes will be accepted. A determinate by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
