The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a sole-source Purchase Order to Bell-Avon, Inc., Picayune, MS. For LCAC Deep Skirt Fingers. This acquisition is unsuitable for full and open competition for the following reasons. NAVSEA has approved only two manufacturers for LCAC Flexible Skirt Components. They are SMR Technologies Inc., Rt. 39, HC 79, Box 2000, Fenwick, WV 26202 and Bell Avon, Inc., 1200 Martin Luther King Blvd., Picayune, MS 39466-5427. Of the two approved manufacturers, only Bell Avon, Inc. has been successful in producing LCAC Deep Skirt Outboard Fingers #14-37 P/N 7401523-001, Stern Corner Finger #38 P/N 7401535-001/-002, Stern Corner Finger #39 P/N 7401536-001/-002, Stern Corner Finger #40 P/N 7401538-001 and Stern Corner Finger #41 P/N 7401539-001.
