The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a sole-source purchase order to Bell Avon, Inc., Picayune, Mississippi, for the manufacture of LCAC Deep Skirt Fingers. This acquisition is unsuitable for full and open competition for the following reason: The Naval Sea Systems Command (NAVSEA) has conducted a qualification program for manufacturers fabricating LCAC flexible skirt systems. These manufacturers were qualified in accordance with Government document No. 802-6336529, Landing Craft Air Cushion, Project Particular Document, Skirt Material Characteristics and Requirements 1 April 1996, Revision C, and document No. 802-6336530, Landing Craft, Air Cushion, Project Peculiar Document, Skirt Fabrication Procedures 1 April 1996, Revision B. To date only two companies have been certified as capable of p roducing the required Flexible Skirt Systems and only Bell-Avon has been successful in producing LCAC Deep Skirt Outboard Fingers #14-37 and Stern Corner Fingers 38-41.
