The United States Coast Guard intends to negotiate a sole source contract with C-FER Technology, Alberta, Canada for the fabrication, destructive testing, and analysis of ten full scale ship grillage structures, including simulated damage and misalignments. C-FER Technology is uniquely qualified for this procurement due to the unique testing system they developed, the validated finite element model, and their previous experience predicting a "dual failure mode". The testing system's unique capabilities include biaxial loading capability, special hemispherical end caps and free sliding bearings to create appropriate boundary conditions, and the ability to record initial and deformed geometrics.
