Request for Proposal: GS-02P-14-PB-P-0033 

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation Number GS-02P-14-PB-P-0033 is being issued as a Request for Proposal in accordance with FAR Parts 12 & 13.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72 effective January 1, 2014.  Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. Total Small Business Set Aside

This solicitation is a 100% percent small business set aside.  The associated NAICS is 454310 Fuel Dealers and the applicable SBA Small Business Size Standard is 50 employees. Proposals will only be considered from vendors who are a Small Business in accordance with NAICS 454310 and the applicable size standard of no more than 50 employees.

Requirement

The requirement is for 6,000 gallons of  #2 Fuel Oil to be delivered to the FDA Laboratory Facility, located at 158-15 Liberty Ave., Jamaica, NY 11433-1034.  Vendors shall submit a quote that expresses their proposed price as a price per gallon unit price, inclusive of all shipping costs and applicable fees.  Fuel Oil must comply with all NYC regulations.

Quotes must be submitted on company letter head signed by an authorized representative.  Please include the firm's DUNS number on the quote. 

Delivery Date will be Wednesday, March 5, 2014.  A firm delivery time will be established at the time of award.

Evaluation Criteria

The potential award will be made to the vendor that offers the lowest overall price.  Proposed prices must be valid for 7 days after the due date of the proposals.

Notice to Vendors

This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.  Proposals from vendors not registered in Sam will not be considered.
