The Naval Sea Systems Command intends to issue multiple fixed-price incentive fee Request for Proposals to Northrop Grumman Shipbuilding (NGSB), 1000 Access Road, Pascagoula, MS 39568, and Bath Iron Works Corporation (BIW), 700 Washington Street, Bath, ME 04530 for the construction of USS ARLEIGH BURKE (DDG 51) Class Guided Missile Destroyers and associated supplies and services. The associated supplies and services consist of: Long Lead Time Material; Class Standard Equipment; on-board spares and repair parts; shore based spares; equipage; fitting out services; associated technical data and reports; special tools and test equipment for Government test and checkout; messing and berthing facilities; drawing extraction and translation; and industrial services related to ship construction. If authorized by law and funds are appropriated, the scope of these contracts will be for DDGs 113, 114, and 115. NGSB and BIW are the only two shipyards with the current capability to build DDG 51 Class AEGIS Destroyers. Additionally, NGSB and BIW are the only sources with the requisite knowledge of DDG design, construction, and systems to efficiently and effectively construct these additional follow-on ships within the required construction period, and perform the associated services. The requirement contemplated is for FY10 and FY11 ships, with the associated Long Lead Time Material in FY09 and FY10. The contracts will be awarded without full and open competition pursuant to 10 U.S.C. 2304(c)(3), Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services.
