This Request for Information (RFI) N00024-11-R-2217 is being issued in anticipation of a potential future procurement program for the Republic of the Philippines. The Naval Sea Systems Command is conducting market research to determine the existence of a general purpose Offshore Patrol Vessel (OPV) possessing the characteristics listed below.
The vessel must be new construction, but derived from a proven hull design previously built by the contractor. Existing vessels or conversion vessels will not be considered. The vessel would be procured under a Foreign Military Sales (FMS) Case and would operate within tropical waters in Southeast Asia.
The Philippine Navy is potentially interested in having this vessel built in the Philippines, which would require the prime contractor to use a shipyard in the Philippines as a subcontractor for vessel construction.
As such, it is requested that each response address whether this would be a viable option.
All information, data, and drawings submitted in response to this announcement will be considered "open source" and available for unlimited public distribution. The Naval Sea Systems Command will be forwarding all information, data, and drawings submitted in response to this announcement to the Government of the Philippines. As such, all information must be received without restrictive markings. Do not submit proprietary data with the information provided.
Concept of use and support includes; performing ISO and TDO missions, conducting fleet-marine operations, conducting naval gunfire support, supporting joint operations with Philippine Army and Air Force, conducting contingency operations and conducting humanitarian assistance and relief operations.
The OPV shall be American Bureau of Shipbuilding (ABS) classified.
Specific Characteristics are as follows:

Overall Length: At least 80 meters (NTE 10%)
b. Beam: At least 10.5 meters (NTE 10%)
c. Displacement (full load): At least 1000 tons (NTE 10%)
d. Steel Construction with deep ââ¬ÅVââ¬ï¿½ shape
e. Operating Environment: Operate up to Sea State 6 and survive up to Sea State 7
f. Speed at full load displacement ââ¬â No less than 14 knots Cruising Speed and no Less than 20 knots Maximum Continuous Speed
g. Range - Not less than 3500 nautical miles at cruising speed
h. Service life ââ¬â 30 years

j. The ship shall have a helicopter deck aft capable of handling one seven ton helicopter for day and night time operations equipped with:

r. Ship should have space available for the future growth for SAM, SSM and ECM as well as towed array sonar equipment

The builder shall provide two months of training for the operation and maintenance of ship systems and preventive and organizational level maintenance prior to ship delivery and after acceptance for fifteen personnel.
t. A warranty engineer representative shall be provided for one year after delivery and completion of crew training.
u. The vessel shall be provided with and carry on-board spares for both the ship and RIBs. Five years on shore spares shall also be provided.
It is anticipated that multiple vessels may be procured, with the total quantity to be delivered FOB origin. The quantity of boats is subject to change.
