The Naval Sea Systems Command intends to award a sole source contract to the City of Norfolk, Virginia for the continuation of layberthing services for the ex-WISCONSIN Battleship at the layberthing site for the ship located in Norfolk, Virginia. The contract will consist of a base year plus options for an additional four years of layberthing services. A considerable investment of time and money was made to develop the ship’s layberthing site and it is not practical or cost effective for the ship to be moved to another location. Therefore, the City of Norfolk, Virginia is deemed the only responsible source and no other supplies or services will satisfy the Government’s requirements.
