NASA/ARC plans to issue a Request for Proposal (RFP) for the following Commercialitem/services: Spacecraft Propulsion System for the Lunar Atmosphere Dust EnvironmentExplorer (LADEE). NASA intends to utilize a phased acquisition approach usingprogressive competition down-selection procedures. The project has determined that in order to make the most informed decision regarding theacquisition of the propulsion system, it would be beneficial to acquire a variety ofpreliminary design studies in order to insure the most advantageous approach is followed. Interested vendors shall submit a brief summary (To include a description of thetechnical approach to the project, vendor capabilities and past performance on similarprojects) to the point of contact identified below by December 29, 2008. The NAICS Code and Size Standard are 336415 and 1000, respectively. The anticipated release date of RFP NNA0968615R is on or about January 9, 2009 with ananticipated Phase I Study due date of February 27, 2009.All responsible sources may submit a proposal which shall be considered by the agency.An ombudsman has been appointed. See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application.
