Description: NAICS Code: 541330 - Engineering Services 541712 - Research and Development in the Physical, Engineering, and Life Sciences The 50th Contracting Squadron at Schriever Air Force Base (SAFB), Colorado, seeks potential sources to perform professional engineering/communications technical services in support of the 4th Space Operations Squadron (4 SOPS) and the 614th Space Communications Squadron (614 SCS), Milstar operations under Air Force Space Command, 50th Space Wing (50 SW) and 14th Air Force (14 AF). This effort will include providing continuous communications expertise necessary to ensure 4 SOPS and 614 SCS perform at a high level and sustain the operational reliability required to meet warfighter requirements. This effort also includes development of new processes, procedures, and products to support the integration of the Advanced Extremely High Frequency (AEHF) into the Milstar constellation. This contract supports the users (both strategic and tactical) of the Milstar and AEHF satellites by providing and analyzing the technical information derived from actual communication usage. It provides the users with training and troubleshoots terminal usage used to connect with the satellites. The contracted tactical effort will require on-call support with the ability to report to Schriever AFB within 3 hours if needed, and the capacity to surge to 24/7 support to enhance communications troubleshooting capabilities of the 4 SOPS 24-hour crews during contingency operations. The contract is also responsible for cryptographic operations for all users of Milstar and AEHF. Further details are provided in the attached Performance Work Statement (PWS) extracts for 4 SOPS and 614 SCS. Statement of Capability (SOC) Submission Submitted information shall be UNCLASSIFIED. Respondents should be aware that the majority of resources must be employed within a Restricted Area at both the Secret and Top Secret/SCI levels. A statement must be addressed by respondents as to the ability to provide personnel to perform at the Secret and Top Secret/SCI levels. Ability to work at the Secret and Top Secret/SCI security levels is mandatory. A portion of the core personnel must possess a Top Secret Security clearance with either an active Sensitive Compartmented Information (SCI) clearance or have a current single scope background investigation (SSBI) with SCI eligibility. The contractor must prove they either have on staff or have the ability to hire and retain personnel to perform the work with the required clearances. The core support personnel will be required to work with day-staff on-site at Schriever AFB, Colorado Springs, Colorado. The SOC shall contain company information to include point of contact information, company background, and pertinent and specific information addressing relevant technical capabilities in the following areas: (1) Expertise and/or the ability to demonstrate technical knowledge of Extremely High Frequency (EHF) waveform and emerging Milstar Satellite System programs and future protected-communications systems (i.e. AEHF). (2) Expertise and/or the ability to demonstrate relevant experience in operational, tactical, and strategic communications planning as it applies to the joint Milstar mission. (3) Experience in classroom instruction. (4) Developing new course materiel to include AEHF. (5) Developing new processes to accommodate legacy users into the combined Milstar ? AEHF Constellation. (6) Develop processes, products, and procedures for incorporating AEHF into the day-to-day mission of 4SOPS Communications Operations. (7) Researching new technologies that would allow for more efficient dissemination of Milstar and AEHF information to the warfighter and 50SW. (8) Developing new processes and procedures as 4SOPS takes on an expanded Cryptographic mission with the deployment of AEHF terminals. (9) Expertise and/or the ability to demonstrate relevant experience in the development of operational mission planning and resource monitoring tools to evaluate and recommend changes/improvements to AEHF satellite communications systems hardware and software. (10) Expertise and/or the ability to demonstrate relevant experience in the development of operational mission planning and resource monitoring tools to evaluate and recommend changes/improvements to Advanced EHF satellite communications systems hardware and software. (11) Expertise and/or the ability to demonstrate relevant experience with fielding and on-orbit support of new satellite communications systems to provide research, engineering, and technical studies for the development of future EHF and Transformational Communications Systems. (12) Expertise and/or the ability to demonstrate relevant experience in the development of software interfaces for satellite communications payload to enhance mission capabilities. (13) The ability to demonstrate Secure Mobile Anti-Jam Reliable Tactical Terminal (SMART-T), Single Channel Manned Portable (SCAMP), and Air Force Command Post terminals operations, Navy Extremely High Frequency Satellite Communications Program (NESP) . (14) Expertise and/or the ability to demonstrate terminal control software operations. (15) Expertise and/or the ability to demonstrate DoD Automated Message Handling System (AMHS) message development and handling operations. (16) Expertise with Ground Mobile Deployment operations. (17) Expertise and/or the ability to operate cryptographic equipment utilized for EHF. (18) Expertise with Army, Navy, Air Force and Marine EHF operations. (19) Expertise and/or the ability to demonstrate web server administration and website development (20) Expertise and/or the ability to demonstrate Defensive Counter Space communications expertise.
