The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Habco Inc. Glastonbury, CT for the MH-60R Tire Belt quantity two sets. The Tire Belt is a device, which will be wrapped and secured around the main landing gear tires of the MH-60R helicopter to effectively increase the distance between the fuselage and deck by approximately six inches. The tire belt shall be easily and quickly installed, require minimal maintenance and be supported at the "O" level, require no formal training, and have a small and supportable logistic footprint. Required delivery is no later than 31 August 2004. The proposed acquisition is for Peculiar Support Equipment (PSE) for which the Government does not own drawings or specifications. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
