The Government does not own specifications or drawings to permit full and open competition. The Government intends to procure these Hardware Interim Spares under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. ), Quality Performance Incorporated, Fredericksburg, VA is the only known source with the knowledge, experience and technical data necessary to provide the hardware.
