This is a Sources Sought Notice. This is NOT a Request for Quote (RFQ) or an Invitation for Bid (IFB).

The United States Government (USG) Army Contracting Command - Rock Island (ACC-RI) is seeking sources with innovative approaches, designs or products in the manufacturing of the Modernized Radar Frequency Interferometer (M-RFI).

The M-RFI is a digital receiver-based system that provides accurate information under ever-changing battlefield conditions and intentional electromagnetic interference. Modern target acquisition, threat identification, and Radar Warning Receiver (RWR) systems must function at longer ranges and rapidly locate and identify targets to preserve both weapon systems lethality and aircraft survivability.

The system must perform target acquisition and cueing for the fire control radar system in the AH-64E Apache Guardian attack helicopter. It must also deliver warning of radar directed anti-aircraft threats and serve as the controller for an integrated aircraft survivability equipment (ASE) system. The system must provide high sensitivity and precision angle of attack in a lightweight, modular configuration suitable for airborne or ground-based platforms, both manned and unmanned. The system must also operate independent of other sensors to provide enhanced situational awareness.

If you believe your company has the skills, experience, knowledge and capabilities to perform these types of services, please submit the following information:

1. Company name and mailing address
2. Company point of contact
3. Capabilities Statement

The above information must be submitted by 1400 hours US CST on Friday 11 September 2015. Any response to this notice should reference the following: Modernized Radar Frequency Interferometer (M-RFI) for the AH-64E Apache Guardian attack helicopter.

Please submit Capability Statements to Mr. Steven D. Brown, email: [email protected], Mr. David Brickner, email: [email protected], Ms. Ashley Fahrenkrug, email: [email protected]. All information should be submitted via email. No telephone responses will be accepted. This notice is for informational and planning purposes only, does not constitute a request for quote and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of this Sources Sought Notice. No reimbursement will be made for any cost associated with providing information in response to this announcement or any follow-up information requests.

Note: All contractors interested in doing business with the US Government must be registered in the System for Award Management (SAM) system. Registration can be completed at https://www.sam.gov.
