The proposed contractual action will be a Five (5) year, Firm Fixed Price, Indefinite Delivery Indefinite Quantity(IDIQ) maintenance and overhaul requirement contract, with a minimum quantity of 25 each and a maximum quantity of 191 each. The maximum quantity includes an estimated 20% for Foreign Military Sales (32 each). The contractor shall furnish all depot level labor, facilities, tools, test equipment and materials for the maintenance, overhaul, and upgrade of the items. Authority cited is 10 U.S.C. 2304(c) (1) FAR 6.302-1. Only a limited number of responsible sources and no other supplies or services will satisfy this agencys requirement. The approved sources for this requirement are Boeing Helicopter Inc. (CAGE 77272) Ridley Park, PA and MOOG Inc. DBA MOOG Components Group, (CAGE 1K426) Springfield, PA. 19064-400. Only Boeing Helicopter Inc. and MOOG Inc. have the capability and the required test equipment to perform this effort. No DMWR is available for this effort. The Indicator, Torque shall be overhauled and repaired in accordance with the contractors specifications, blueprints, and commercial practices. Any competing contractor could not be familiar with the total design parameters, specific parts requirements and test processes etc., for the Torque Indicator. This requirement is not Critical Safety Item (CSI). Firms are encouraged to seek approval in order to compete for this or future solicitations by submitting documentation in accordance with the Competition Advocates Shopping List (CASL (CASL) procedures. This item has not been published in (CASL) because it was an unprogrammed requirement not reflected in the quarterly budget stratification.
