The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00421-05-G-0001 with Northrop Grumman Systems Corporation (NGSC), Bethpage, NY, 11714, for analysis, prototyping, fabrication, installation and development of associated documentation in support of the HFIP System Integration and Installation effort. This effort will be negotiated on a sole source basis under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). NGSC is the designer, developer and sole manufacturer and systems integrator of the E2C and weapon system and as such is the only firm with the knowledge, experience and technical data necessary to provide the required supplies and services in a timely manner for the purpose of meeting the fleet's operational needs.
