The Naval Air Systems Command intends to award a Cost Plus Fixed-Fee Delivery Order under Basic Ordering Agreement N00019-06-G-0014 on a sole source basis with Alliant TechSystems. This effort will include all labor and materials required to upgrade AAR-47 Operational Flight Program (OFP) Hostile Fire Indication (HFI) Capability. This action is being awarded on a sole source basis to Alliant TechSystems, Integrated Systems Division, in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;" because they are the only qualified source which possesses the detailed knowledge of the AAR-47(V)2 design to allow them to perform these efforts in a timely and cost effective manner.
