This is a requirement for maintenance and overhaul (M&O) of the subject item for the UH-60 aircraft. No surplus parts shall be used or applied.

The proposed contractual action will be for a five year, firm-fixed price, M&O requirements Indefinite Delivery Indefinite Quantity (IDIQ) type contract, for the best estimated quantity range stated above. The contractor shall furnish all depot level labor, facilities, tools, test equipment and materials for the M&O. Authority cited is Title 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. Only a limited number of sources and no other supplies or services will satisfy this agencys requirement. This requirement is sole source because it is a Critical Safety Item (CSI). The Original Equipment Manufacturer (OEM) is Moog Incorporated, Seneca St at Jamison RD, East Aurora, NY 14052 (CAGE 94697), the prime contractor Sikorsky Aircraft Corporation, 6900 Main St., Stratford, CT 06497-9129, (CAGE 78286), and Texas Aerospace Services Ltd., L.L.P., 3550 Maple Street, Abilene, TX 79602-7130 (CAGE 29242) are the approved sources and the only contractors that will be solicited. The DMWR has been identified for this requirement; the recapitalization/upgrade shall be accomplished in accordance with OEM blueprints and contractor specifications. Firms are encouraged to seek source approval in order to compete for future solicitations by submitting documentation in accordance with the Competition Advocates Shopping List (CASL) procedures. These procedures are aoutlined at the following web site: http://www.redstone.army.mil/cmo/. Submit request(s) for source approval to: Commander, U.S. Army Aviation and Missile Command, ATTN: AMSAM-MMC-AV-S, Building 5309, Redstone Arsenal, AL 35989-5280. Award of this requirement will not be withheld pending source approval. The closing date annotated is an estimated date and may adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above. Foreign firms are reminded that all requests for solicitations must be processed through their respective embassies. The last known overhaul source for the Cylinder Assembly, Pitch Trim was Texas Aerospace Services Ltd., L.L.P., (Cage Code 29242).
The required production schedule is 20 per month. Input will be 30 days after receipt of order (ARO). Output shall be specified in the contract. This requirement is currently unfunded.
