Contractor peculiar recoverable spares and peculiar consumables for the Air Force Subscale Aerial Target (AFSAT) - The Air Armament Center, Air-to-Air Missile Wing, Aerial Targets SPO, Contracts Office, Eglin AFB FL intends to issue a sole-source modification to an existing contract with Composite Engineering Inc., located at 5381 Raley Blvd, Sacramento, CA 92632. The sole source modification will be for the purchase of peculiar recoverable spares and peculiar consumables for the AFSAT procured under contract F08635-02-C-0005. These items include, but are not limited to composite airframe components, command and control and avionics equipment, nose cones, RATO attachment kits, and empennage heat shields. These items must be compatible with the existing AFSAT design and initial deliveries are required NLT 31 Dec 2006 in order to meet the AFSAT Required Assets Available (RAA) schedule. An initial quantity of the peculiar recoverable spares and consumables to be used during operations of the AFSAT was procured under a competitively awarded contract with Composite Engineering, Inc., using full and open competition procedures. However, the need for additional quantities of peculiar recoverable spares and consumables for use in AFSAT operations has been identified. It is anticipated that only Composite Engineering Inc. has the ability to provide these items. A Government-owned technical data package of the AFSAT design does not exist to provide interested parties. The appropriate North American Industry Classification System (NAICS) code for this proposed acquisition is 336411 with a size standard of 1,500 employees. Composite Engineering Inc. is the prime contractor for the current AFSAT contract and has been since the inception of the program in 2002. The government has determined that the only way to minimize adverse impact to critical mission activities requiring continuous availability of sub-scale aerial targets and associated peculiar recoverable spares and consumables is to issue a modification to the existing contract to the incumbent vendor. The Government intends to solicit and negotiate with only one source under the authority of the FAR 6.302-1. Interested parties may submit statements of capability (SOC) demonstrating their ability to design, manufacture, and deliver the required spares. Responses are required NLT 15 May 06. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Synopsis should not be construed as a commitment by the Government for any purpose.
