The proposed contractual action will be for a five year, firm fixed price (FFP) IDIQ type contract with a minimum quantity of 38 each and a maximum quantity of 228 each. The maximum quantity includes an estimated 20% for Foreign Military Sales. The contractor, as an independent Contractor, and not as an agent or employee of the Government, shall furnish all facilities, labor, parts, materials, equipment, tools, and data (other than Government Furnished Property) for the overhaul of Aircraft Turbine Engine. The engine will be overhauled in accordance with Depot Maintenance Work Requirement (DMWR) 1-2840-113 dated 15 January 1999 and the following Maintenance Engineering Orders (MEOs): P3113, P3333, P3490, P3520, P3559, P3647, P3650, P3732, P3734, P5330, P5331, P5459, P5596, P5597, P5598 and
P5690. The only approved source is Honeywell International Inc. (91547), DBA Engines & Systems, 550 S. Main Street, Stratford, CT. 06497-7593. This requirement will be in accordance with FAR Part 12, Acquisition of Commercial Items. This item has been identified as a Critical Safety Item (CSI) and as such requires an approved source IAW Defense Federal Acquisition Regulation Supplement (DFARS) part 2, subpart 209.270-3, Qualification Requirements. Firms that recognized and perform overhaul on the required items described above are encouraged to seek source approval in order to compete for this or future solicitations by submitting documentation in accordance with the Competition Advocates Shopping List (CASL) procedures.
