NA AH-64A recently completed qualification testing of the Flechette rocket. In that program, MDHC provided a FCC with modified ballistic coefficients for improved accuracy, and supported a test program at Yuma Proving Grounds (YPG) to confirm acceptable perf ormance. The proposed effort includes incorporation of the same ballistics coefficients applied to the AH-64A FCC into the AH-64D WP for qualification testing, software regression testing aftyer modifying the WP, ground regression testing, and flight test support at YPG involving the firing of 60 flechette rockets. The authority permitting other then full and open competition is 10 U.S.C. 2304 (c)(1),Federal Acquisition Regulation (FAR) 6.302-1 entitled, Only one or a limited number of responsible sources , and no other supplies or services will satisfy agency requirements. The proposed acquisition is limited to McDonnell Douglas Helicopter Company, (CAGE)Code 8V613, 5000 East McDowell Road, Mesa, AZ 35215-9797. A technical data package suitable for full and open competition is not available, no effective competition is anticipated for the proposed acquisition.
