The US Army Contracting Command - Redstone located at Redstone Arsenal, Huntsville, Alabama has a requirement to procure on a sole source basis supplies and services for the operation and maintenance for the Heterogeneous Airborne Reconnaissance Team (HART) System. The operation and maintenance will be for the HART System components located within the One System Ground Control Station (OSGCS), Block I, Hunter and Shadow UASs. The contractor will provide depot/asset, training, and maintenance support for the system. The contractor will also provide systems engineering for the HART sustainment engineering activities, engineering test support, software engineering, and technical publications.

These items are only available through Northrop Grumman Technical Services, Inc., 4067 Enterprise Way, Sierra Vista (Garden Canon), AZ 85635-2273. It is anticipated the award will be a Cost Plus Fixed Fee modification to the current contract. All responsible sources may submit a capability statement, proposal or quotation to the agency listed in this notice. All submissions must be received by 13 September 2011.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
