The Air Armament Center, 308th Air Armament Systems Wing, 308th Air Armament Systems Group, 692 Armament Systems Squadron (692d ARSS), intends to solicit and award a sole source contract under the authority of FAR 6.302-1 to Raytheon Missile Systems, Tucson, AZ to procure approximately 1500 (two pack) storage containers for the Miniature Air-Launch Decoy/Jammer (MALD/MALD-J) (AGM-167B) production program. The only known entity that can satisfy this requirement is Raytheon Missile Systems because only they possess the critical vehicle information and possess a qualified container design necessary to meet the government's packaging/storage requirements and maintain the system's 15 year warranty requirement. No Technical Data Package is available from the government. Each container must be equipped with 2 MIL STD 1760 compatible umbilical cables to enable Built-in-Test of each missile without opening or removal from the container. Each container must be equipped with a cradle-type device to enable handling of the missile during transportation, service handling and aircraft loading. No additional support equipment may be used. Removal of the missile from the container system must be a tool-less operation capable of being performed while load personnel are in both the chemical ensemble and arctic gear. Delivery of the first 75 containers must commence by Oct 2008, and sustain a rate of 8 per month. The containers must be qualified prior to first delivery.
