The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source modification to production contract N00019-03-C-0053 with McDonnell Douglas Corporation, a wholly owned subsidiary of the Boeing Company, P.O. Box 516, St. Louis, MO 63166-0516, for the Harpoon Weapon System. The modification shall provide the necessary hardware and program support for the upgrade of ships from the 9/10 software level to the 11/12 software level for Foreign Military Sales (FMS). McDonnell Douglas Corporation is the designer, developer, and sole producer of the Harpoon Ship and Submarine Launch Control Systems for USN and FMS customers. As such, McDonnell Douglas Corporation is the only source possessing the unique knowledge, experience, and technical data, which are required to perform the described effort in the required time frame. A firm fixed price contract is contemplated. See Notes 22 and 26.
