Project Title: National Centers for Environmental Health - 13C-Labeled Spiking Standards
The Centers for Disease Control and Prevention (CDC), National Centers for Environmental Health hereby submits a notice of intent to award a sole source, firm fixed price contract to Cambridge Isotope Laboratories, 3 Highwood Drive, Tewksbury, MA 01876. This commercial contract is for a specialized 13C labeled spiking standards for the measurement of polychlorinated biphenyls, pesticides and brominated flame retardants found in human serum. These custom standards are needed for continued analysis and are only available from Cambridge Isotope Laboratories.
The anticipated delivery date is 3-5 months after contract award. The total estimated value of the procurement is $134,000.00.
This sole source contracting action is conducted pursuant to the authority under 10 U.S.C. 2304(c)(1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. North American Classification System Code (NAICS) is 325199 with a standard business size of 500 employees. Due to the proprietary nature of the columns and systems, FMS is the only source with ability and rights to provide these products.
Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Center for Disease Control and Prevention, National Centers for Environmental Health.
The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals; however, the Government will consider any responses from capable sources received within 15 days after date of publication of this notice.
