The U.S. Army Contracting Command - New Jersey, on behalf of the U.S. Army Armament Research Development and Engineering Center (ARDEC), Picatinny Arsenal, NJ 07806-5000 has a requirement for the manufacture, inspection, testing, and delivery of the STINGER M934E6 Fuze and Warhead Body Assembly and the STINGER Proximity M934E7 Fuze and Warhead Body Assembly with Conformal Antenna. The NAICS code for this procurement is 332993, Ammunition (except small arms) Manufacturing.

The U.S. Army intends to satisfy this requirement by soliciting, negotiating, and awarding on a sole source basis to Lockheed Martin Sippican, Inc. (LMS), 7 Barnabas Rd., Marion, MA 02738, under the authority of FAR 6.302-1(a)(2)(ii)(B)- Only one responsible source and no other supplies or services will satisfy agency requirements.

A new four (4) year, Firm Fixed Price, (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract is anticipated for this acquisition. A Justification and Approval (J&A) has been approved and will be posted for public record in accordance with Federal Acquisition Regulation (FAR) 6.305 -Availability of the Justification.

It is anticipated that a solicitation will be posted, on or about 23 May 2014, on the Army Single Face to Industry (ASFI) Acquisition Business website; https://acquisition.army.mil and Federal Business Opportunities (FedBizOpps) website; https://www.fbo.gov/. Proposals will be due thirty (30) days after issuance of the Request for Proposal (RFP). This procurement will be rated DO for national defense use, and all provisions of the Defense Priorities and Allocation System Regulation (15 CFR 700) apply.
