NA 13-Trinitrotoluene (TNT): The Operations Support Command (OSC) is conducting a market survey of industry to identify sources that are capable of manufacturing military grade TNT, a commonly used military explosive. The technical description is TNT, Type 1, Flake, NSN: 1376-00-628-3333, MIL-DTL-248D. A respondent to this market survey must be able to show that they have adequate technical and manufacturing capacity and good past performance in the explosives processing industry, as an indicator of you r qualifications. A respondent to this market survey must have available a majority of the skills and facilities that are required to manufacture this item. Interested companies who feel they have the necessary capabilities should respond by provid ing the government the following information: a brief summary of the company’s capabilities; description of facilities, personnel, and related manufacturing experience; estimated minimum and maximum monthly production quantities with their associated price s and times for first and subsequent deliveries; whether TNT is currently in production or when last produced; and the minimum procurement quantity (mpq) required for production;. If a respondent does not currently have adequate resources (technical, manufacturing, personnel, etc) available, the respondent must be able to demonstrate the ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the s ervices of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. A respondent’s available production capacity must be sufficient to manufacture a total quantity of TNT of at least 5 million pounds per year , and should advise of their ability to produce potentially up to 20 million pounds per year.
