DESCRIPTION: The U.S. Army Contracting Command, New Jersey (ACC-NJ) on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is issuing a market survey to identify potential sources that can fulfill one or more of the required technology focus areas for the Increase Range Anti-Personnel (IRAP) requirements. IRAP is a 40mm cartridge that will be fired from the M320 grenade launcher and will require advanced fuze, warhead and propulsion components to meet performance goals. The Government is seeking information related to IRAP requirements, specifically fuze, warhead and propulsion technology that can provide increased fuze functionality, lethality and range/accuracy in 40mm munitions fired from the M320 grenade launcher. Respondents may address one or any combination of the three focus areas listed below.

PLANNED ACQUISITION: This notice is being issued for informational purposes only.

SUBMISSION INFORMATION: All responsible, interested sources responding to this notice shall include information regarding their capability to provide one or more of the technology focus areas listed below. Interested companies should provide their company name, address, NAICS code, company size (including # of employees), Point of Contact's name, telephone number and email address. In addition, request that respondent provide the following:

Technology Focus Areas

Fuze: Fuze (and programmer if applicable) technology/design that can provide increased functionality of a 40mm projectile to include airburst function, self-destruct and improved point detonate (PD) function on low impact angles & soft targets.

(1) A description of the fuze (and programmer if applicable) design and performance.
(2) How is airburst function achieved, how is self-destruct function achieved and how is PD function achieved?
(3) Does the fuze (and programmer if applicable) account for muzzle velocity variations, round to round ballistic variations, environmental conditions to increase airburst accuracy at the target?
(4) Are any modifications (permanent or temporary) to the M320 required to utilize the fuze/system?
(5) Are novel explosives utilized? If so, describe the novel energetic materials.
(6) Are novel Safe and Arm mechanisms (S&A) utilized? If so, describe novel design features.
(7) Summary of technology readiness level (TRL). Is the technology/design still in development, previously demonstrated or already fielded?
(8) Other areas where the fuze (and programmer if applicable) is used i.e. other government organizations, foreign governments, teaming agreements etc.
(9) Interested parties should provide production/delivery timeframe
(10) Are any Insensitive Munitions (IM) improvements/considerations incorporated into the design?

Warhead: Warhead technology/design that can provide increase lethality against personnel targets from a 40mm munition.

(1) A description of the warhead design, function and performance.
(2) Are novel explosives utilized? If so, describe the novel energetic material.
(3) What fragment size, velocity and count can be achieved?
(4) Can the warhead defeat Personnel Armor System for Ground Troops (PASGT)? If so, provide evidence.
(5) Summary of TRL. Is the technology/design still in development, previously demonstrated or already fielded?
(6) Other areas where the warhead (or similar design) is used i.e. other caliber/cartridges, other government organizations, foreign governments, teaming agreements etc.
(7) Interested parties should provide production/delivery timeframe.
(8) Are any IM improvements/considerations incorporated into the design?


Propulsion: Propulsion technology/design that can provided increased accuracy & range (up to 600m) of a 40mm projectile fired from the M320.

(1) A description of the propulsion system design and performance.
(2) Are any modifications (permanent or temporary) to the M320 required to utilize the propulsion system?
(3) What are the effects on recoil and how or is it mitigated?
(4) What ranges can be achieved?
(5) What dispersion improvement can be achieved and how, i.e. reduced muzzle velocity variation, increased flight stability, reduced time of flight etc.
(6) Are novel propellants utilized? If so, describe them.
(7) Summary of TRL. Is the technology/design still in development, previously demonstrated or already fielded?
(8) Other areas where the propulsion system is used i.e. other calibers/cartridges, other government organizations, foreign governments, teaming agreements etc.
(9) Interested parties should provide production/delivery timeframe.
(10) Are any IM improvements/considerations incorporated into the design?

Please identify any proprietary information submitted. The Government may utilize the information received to develop the acquisition strategy for future requirements. Any of the information stated above is subject to change.
