The US Army Contracting Command - Rock Island, IL, on behalf of the Office of the Project Manager for Combat Ammunition Systems (OPM CAS), Picatinny Arsenal, NJ, is conducting a Market Survey to identify potential sources that are capable of supplying the following items:
Cartridge, 105mm: Illuminating, M314A3 (Visible Light (VL)); NSN: 1315-01-527-4400
Cartridge, 105mm: Illuminating, M1064 (Infrared (IR)); NSN: 1315-01-562-3730
The 105mm M314A3 and M1064 are identical illuminating cartridges differing only in the performance of their Illuminating Candles. While the M314A3 utilizes a visible light illumination composition, the M1064 provides enhanced night time performance by using an infrared composition. Both cartridges are fired with the M762 series Electronic Time Fuze from the M119 series Howitzer. They are a ballistic match to one another and use the same firing solutions.
No Government Furnished Material will be provided. The contractor will be responsible to Load, Assemble and Pack (LAP) each cartridge and have the capability to build a combined quantity of 12,000 (M314A3 and/or M1064) cartridges per ordering period. The expected period of performance is FY 2012 through FY 2016. The Government anticipates using a best value strategy to award a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract(s). The IDIQ contract(s) will contain five ordering periods with multiple ordering range quantities. The Government expects to restrict this effort to the National Technology and Industrial Base (NTIB).
Interested contractors should provide the Government with the following information about themselves and their primary subcontractors:
a) Summary of capabilities, description of facilities and equipment relevant to 105mm Artillery munitions.
b) Description of Quality Management System (QMS).
c) Past experience on 105mm Artillery munitions.
d) Estimated min/max monthly production rates.
e) Expected source(s) of Illumination Candles.
f) If the company is a Large or Small Business, and CAGE Code.
A Technical Data Package (TDP) is not available for this announcement; however, one will be made available should a formal Request for Proposal (RFP) be released at a later date.
