The U.S. Secret Service (USSS) intends to negotiate on a sole source basis with Dynamic Research Technologies (DRT), Grant City, MO for the purchase of ammunition: 300 Winchester Magnum lead free cartridges and .308 Winchester 175 grain frangible lead free bullets. The USSS has converted specially modified Remington Model 700 to 300 Winchester Magnum to conform to state mandates for a lead free projectile. The .308 Winchester has specific USSS requirements. As of this date the only manufacturer who can produce the ammunition that conforms to USSS specifications and is able to deliver the ammunition within 45 days is DRT. The Government intends to solicit and negotiate with one source under the authority of FAR 6.302 Circumstances permitting other than full and open competition. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government. This is not a request for competitive quotes.
