The Navy has a requirement to purchase a minimum of 6,266 cases and a Maximum of 14,166 cases 9MM Frangible Ammunition (each case to contain 1,680 rounds). These cartridges are to be manufactured in accordance with NSWC specification to be included in the solicitation. There will be a requirement to deliver 4,000 cartridges as product samples along with the offeror's written technical proposal and solicitation response. Product Samples will be tested and evaluated and the results used in selecting a contractor for award. The product samples can be sent commercial pack, however the production quantity shall be delivered in mil-pack that will be defined in the solicitation. Delivery is required F.O.B. Destination to the areas that will be specified in the solicitation. Incremental deliveries will be authorized with the first 2,000 cases required within 120 days after issuance of a Delivery Order. The government intends to award to the responsible contractor whose offer is the most advantageous to the government considering technical (greatest value to the government), past performance and price-related factors.
