The U.S. Army Joint Munitions & Lethality Life Cycle Management Command (JM&LLCMC) is conducting a market survey for the acquisition of a multi-purpose warhead with high accuracy electronic fuze for use on the 2.75 inch hydra rockets fired from Special Operations Forces (SOF) aviation platforms. The United States Special Operations Command (USSOCOM) intends to apply for approval of a Foreign Comparative Test (FCT) project to qualify a multi-purpose penetrator warhead that is more effective against an array of targets to include buildings, bunkers and ships. (A multi-purpose penetrator warhead is being qualified and this fuze must function with this warhead.) (1) Penetration: When mounted on a MK66 rocket motor and fired, the warhead and fuze will penetrate 24 in of reinforced concrete and 4 ft of timber/earthen bunkers. (2) Non-Developmental / In Service Status: The multi-purpose warhead with high accuracy fuze must be non-developmental. (3) Mass/CG Flight Characteristics: When mounted on a Hydra rocket motor, the warhead will have a similar mass and center of gravity when compared to the M299/M151 warhead to insure that no need to change supporting fire control instrumentation (weapon racks) or effect ongoing spiral developments (Advanced Precision Kill Weapon System). (4) Incendiary Effect: The multi-purpose warhead must provide an incendiary effect to create secondary fires after impact. (5) Fuze: The Fuze for the multi-purpose penetrator will be a variable delay settable fuze that is compatible with the current setter technology as used on MH60 and AH6 helicopters to insure that no change to the existing system needs to be made. Fuze settings will enable the warhead to be initiated at variable times to account for the delay in penetrating different targets and to effectively engage exposed targets. The delay settings will consist of a super-quick option for surface impact as well as a minimum of three delay options for light to medium penetration targets ranging from 1 to 10 ms 10% of set time. The fuze must have a TRL of 7 to include demonstrating that the fuze functions with the current warhead. If an alternate warhead is being produced it must have a TRL of 9. (6) Facilities, Expertise and Safety: These warheads and fuzes should meet stringent Navy WSESRB requirements/standards. All the warheads with the fuze should provide for reduced reaction from outside stimuli (IM characteristics), resistance to Hazards of Electromagnetic Radiation to Ordnance (HERO) and provide for good performance after undergoing storage in various environments. Interested firms who believe that they are capable of providing a product that meets or exceeds the capabilities delineated in Items 1 thru 6 above are invited to indicate their interest by providing a product description with performance parameters and a statement regarding current availability, summary of prior testing, test reports, summary of logistic and maintenance requirements. This announcement does not constitute an invitation for bids or a request for proposal, nor is it to be construed as a commitment by the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this announcement. The Government is not obligated to notify respondents of the results of this announcement.
