PROJECT DESCRIPTION The City of Bellingham (“City”) is issuing this request for qualifications (RFQ) (Invitation No. 28B-2023 from consulting firms interested in providing professional design services for the 12th and Finnegan Safety Improvements project (ES566) project. The 12th and Finnegan Safety Improvement project elements include crossing improvements at McKenzie Avenue (flashing crosswalk), Mill Avenue (full signal) and at 11th Street (flashing crosswalk), along with new sidewalk along the west side of Finnegan Way from 11th Street to Mill Avenue. Americans with Disabilities Act (ADA) improvements will be included as required. The street channelization will remain unchanged but minor stormwater improvements may be required. Services, including professional engineering services, and construction engineering and/or administration, may be added/removed from the contract contingent upon funding availability and project needs. This project is funded through various City of Bellingham transportation funds and a Washington State Transportation Improvement Board grant.
