SEE THE "DOCUMENS" TAB FOR A PDF OF THE CFB 24-036 CALL FOR MATERIALS BID 115kV POWER CIRCUIT BREAKERS PUBLIC UTILITY DISTRICT No. 1 of PEND OREILLE COUNTY Introduction Public Utility District No. 1 of Pend Oreille County (the District), is requesting bids from prospective distributors for three (3) 115kV Power Circuit Breakers. Bid Specifications Three (3) 115kV Power Circuit Breakers manufactured by either Siemens or GE. The District is specifically requesting bids for only Siemens SPS2 or GE DT1 – 145 breakers. Two (2) three-phase, 115 kV, 2,000 amp power circuit breakers, please refer to the Dimond Lake Substation 115-13.2kV Dimond Lake Substation, 115kV Power Circuit Breaker Material Specification. To be delivered to: Diamond Lake Substation 2620 Southshore Diamond Lake Road Newport, Washington 99156 One (1) three-phase, 115 kV, 2,000 amp power circuit breaker, please refer to the Bare Mountain Substation 230-115-13.2kV Bare Mountain Substation, 115kV Power Circuit Breaker Material Specification. To be delivered to: Bare Mountain Substation Corner of U.S. Route 2 and WA-211 Newport, Washington 99156 Material bids should meet the specifications as defined in the Material Specification packets (the “specifications”) provided by Electrical Consultants, Inc., dated October 2023 and November 2024 respectively, which can be viewed and/or downloaded through the District’s online contracting portal, ProcureWare, at https://popud.procureware.com. Material is to be delivered as defined in the specifications. Call for Bid Requirements Bid must include a bid bond in the amount equal to five percent (5%) of the maximum bid price. Bid to include Washington State Sales Tax (WSST). Each bid must be accompanied by the following: completed bid form including lead-times; and completed proposal data sheets found in section 1.0 of the specifications. Call for Bid Submittals Proposals must be submitted using ProcureWare, the Districts online contracting portal, at popud.procureware.com no later than December 19, 2024, at 2:00 p.m. (PST). Submittals received after this time for any reason will not be considered. Questions related to this submittal must be sent via ProcureWare no later than December 12, 2024, at 2:00 p.m. (PST). Responses to these questions will be made available to all bidders via ProcureWare. Public bid opening will commence on December 19, 2024 at 2:00 p.m. (PST). Bid submittals that do not meet the minimum requirements may not be considered. The District reserves the right to reject all submittals, and modify or withdraw the Call for Bid. The District will award the contract to the qualified bidder whose proposal is most advantageous to the District based upon the factors identified below. The District reserves the right to negotiate with the highest scoring bidder/entity. Should the District fail to secure an agreement with the selected entity, the District may elect to pursue an agreement with the next highest scoring entity. The proposals will be evaluated based on cost and as defined by the specifications. The District reserves the right to cancel this Call for Bid at any time, or issue amendments or corrections.
