COMBINED SYNOPSIS/SOLICITATION:
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is attached.
Solicitation W50S9F-20-Q-0003 is issued as a Request for Quotation (RFQ).
All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04, effective 01 January 2020, and Defense Acquisition Circular DPN 20191231, effective 31 December 2019.
This RFQ is solicited as 100% Small Business Set-Aside. The NAICS code is anticipated to be 562910 with a Small Business Size Standard of 750 Emp. All qualified Small Businesses under this industry are encouraged to submit quotations.
DESCRIPTION OF REQUIREMENT:
During an inflight emergency an F-16 aircraft attached to the 115th Fighter Wing jettisoned two wing fuel tanks. One of the wing tanks contained approximately 200 gallons of Jet-A fuel and burst upon impact on private property adjacent to Volk Field, Combat Readiness Training Center (CRTC). Location details are annotated on the site map identified as TECHNICAL EXHIBIT 3 in the PWS. The land the incident occurred on is designated Grassland Reserve Program (GPR) by the United States Department of Agriculture (USDA). There are no roads or access points to the land. Access to the sites requires access to land owned by multiple private citizens. The fuel tank debris was removed from the site, however the effort to clean up the fuel from the soil surrounding the impact site remains and will require clean-up and remediation. The site needs to be cleaned-up and documented in accordance with Wisconsin Department of Natural Resources (WI-DNR) guidance and in accordance with Wisconsin Administrative Code chapters NR. 700-754.

SPECIAL INSTRUCTIONS:
This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Governments intent to make award. This is not a commitment of funds or contract award.

A site visit will be conducted at Volk Field, 100 Independence Dr. Camp Douglas, WI 54618 on February 05, 2020 at 8:45 am CST. Information provided at this site visit, as well as answers to questions, shall not alter the terms and conditions of the solicitation.
In order to attend, interested parties must pre-register prior to 3:00 pm CST on February 03, 2020. Register for the site visit by emailing names and contact information to the POC indicated on this RFQ. Include the RFQ number and solicitation title in the subject line. You will receive a confirmation indicating where to meet. Failure to do so may inhibit participation at the site visit.

LATE OFFERS:
Offerors are responsible for submitting quotations, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. FAR 52.212-1(f)).

Amendment 1-20 Feb 2020
The Request for Quotation Due Date for the 115 FW Fuel Tank Clean-up is being extended.
The government has determined that requirements have changed at the job site location with respect to how contractors will access the clean-up/remediation site. The government is in the process of establishing a date for conducting a second site visit to allow offeror’s the opportunity to evaluate changes in the requirement. Once the date of the second site visit is established an update to the solicitation will be posted with site visit registration instructions.
As a result, the Date offers are due is changing to 17 Mar 20.
Amendment 2-21 Feb 2020
Offerors shall be required to return the attached Standard Form 1449 Solicitation, W50S9F-20-Q-0003-0001 signed and filled in appropriately as their offer along with any additional information required to be submitted by FAR 52.212-1 Instructions to Offerors Addenda and any additional fill-in provisions. The date offers are due has changed to 18 March 2020 at 4:00PM CST.
SITE VISIT:
A site visit will be conducted at Volk Field, 100 Independence Dr. Camp Douglas, WI 54618 on February 26, 2020 at 8:45 am CST. Information provided at this site visit, as well as answers to questions, shall not alter the terms and conditions of the solicitation.

This site visit will ONLY be looking at the new entrance point for the contractors to gain access to the fuel tank locations. The tank locations will NOT be visited again.
